The following article provides information about an issue with the Precision 5530 notebook. When the Windows 10 operating system and drivers are up to date, the fingerprint reader stops working.
Dell Precision 5530 mobile workstation owners report an issue after updating Windows 10 and the system drivers to the latest versions available. When everything is updated to the latest revision available, the fingerprint reader does not respond to finger presses.

You can resolve this by using the update driver option in Windows Device Manager to update the Intel SGX driver to version 2.7.101.2 on the system.

Open Device Manager:
You can type a search in the Start Menu or Right-Click on the Start Menu icon and select it from the power users menu.
Navigate to the Software components.
Open the section and right-click on the Intel Software Guard Extensions Software entry
Click Properties.
Click the Driver tab.
Click Update Driver.
Click Automated Search and Update.
Click Search for updated drivers on Windows Update.
Follow the onscreen instructions to download the latest version available from Microsoft.
