Inspiron 7415 won't see charger if plugged in while running

Hello!

Basically, what it says on the subject line-- my computer stopped recognizing the charger or other USB-C devices if it is plugged in while operational.    If I shut the system down and plug in the charger it will charge.   I'm actually thinking this might be a hardware issue as it persists even when in the system test or the BIOS, but I thought I would ask.   dmesg, logging, and probing /proc basically show the behavior without telling me anything interesting, but this is my first laptop that charges via USB-C.

Running Arch Linux.
