WD19 Dock really loud fan

We have a sizable fleet of WD19 docks and a number of them have really loud fan noise all the time.  Some even when no laptop is plugged in.  This follows on from:

There are too many with this issue to be random and separate failures.  Dell - are you aware of this and/or are there any fixes?  Some have been doing this for years (not always reported by users) but others have just started.

Mine (WD19TBS) just started doing this after 2 years without this issue. Same hardware connected to the same ports, same laptop and it's not running anything intensive (CPU low, power consumption for all processes showing low, not using the 2nd GPU).

Not a hot environment (23C at present, well within spec, and it's operated on hotter days in the past without doing this).

It always occurs when it's been silent for a while, then the low speed fan starts for about 5 seconds, turns off then 5 or 10 seconds later it goes into max speed. It's incredibly noisy so I have to unplug it.

The past posts I've looked at just get dismissed "as designed". This is badly designed if it is and is unusable, plus how is going into this state after 2 years of operation without this problem, "as designed"?

Fortunately it looks like I still have warranty on it, so I'm going to have to go through that process.

This definitely isn't "as designed", it's showing failure if the laptop reboots while the dock is in this state.
