Unknown USB Device (Device Descriptor Request Failed)

I recently bought a supposedly Brand New motherboard off of eBay for my Dell XPS 15 9550 and installed it. Everything seems to be working fine yet unfortunately Device Manager under Universal Serial Bus controllers has the Error in the title and it just keeps on refreshing every couple of seconds continuously and besides it making you completely dizzy looking at it, you just can't even address it with it bouncing up & down constantly.

FYI - Everything in the USB ports are working fine and there's just a USB dongle and USB external hard drive occupying the USB 3.0 and the 2.0 port and I have removed them individually and then both in hopes to maybe find the culprit, yet unfortunately to no avail. I then ran the ePSA (enhanced Pre-boot System Assessment) in both basic & extended modes and everything Passed.

Yes, I know and keep constantly hearing that the system is 7-8 years old so what, does that mean it isn't worth repairing or should I get rid of my vehicles, appliances, loved ones and etc that are that and a lot more yet run and are thankfully perfectly fine when an issue surfaces?

The XPS 15 (9550) does exactly what I wanted and needed it to do and a whole lot more and with the way we have sadly become a throw-away society, I know what I got and Newer is proving time and time again not to be better.

Microsoft is thankfully supporting Windows 10 until October 2025, which definitely plays & played a big factor in my repairing of my XPS 15 9550 decision, as I'm not eager at all to go to Windows 11 and it gives me a lot of time to see what will be and available then.

So with that said, I'm truly lost here with my issue so before I contact the eBay seller for a possible bad motherboard, which I just highly doubt, I'd appreciate any help and or advice from anyone here.

As promised, I'm writing this update to hopefully help others yet I honestly have to say, our world sadly became a very selfish and self-centered one, and as long as others have their issues resolved it just sadly seems that it unfortunately doesn't matter to the ones that don't.

Update:

Returned all Used display assemblies to eBay sellers for full refunds. Purchased a Brand New one, which is on the Dell parts list, installed it and everything now works without any error messages or issues.

"Used is good in some scenarios yet not all."

If the system has a touchscreen, check the cable that a connects the display to the mainboard -- the touchscreen is a USB device, and if the cable is damaged (or the connector is), it can cause the issue.

Otherwise, it'd be a surprise that this is a new board -- the system is 7-8 years old.  You may also want to try a complete reset, and replace the reserve/CMOS battery (it could well be dead).

Unbelievable, as I'm positive you nailed it and that's my whole issue and the reason why I say this is, I also recently replaced the screen from also a seller on eBay, who promised a grade A display yet I unfortunately received a grade B instead and when I inquired why he said, just try it out and let him know how it goes.

After the install everything worked and works great yet for some odd reason it shows under About System No Pen & Touch is available, no HID compliant touch screen in device manger shows up and of course the bouncing up & down from the error message and constant refresh.

This has been driving me batty for 2 days now, as I did do a fresh install of Windows, the CMOS battery is brand new and I  also opened up the unit and rechecked the touch screen cable to the motherboard as well.

I had absolutely no idea that the touch screen is in fact considered a USB device and thanks to you I'm now going to contact the eBay seller and ask for either my promised grade A display assembly or a prepaid return shipping label so I can get a full refund.

Update: 12/26/2023 Last night with now gratefully knowing that the touch-screen is in fact a USB device, I opened up the laptop yet once again and made sure that the digitizer cable was securely connected to the connector on the motherboard, as it has some sort of grey/white tape at the connector end yet unfortunately being a used display the adhesiveness is no longer. I wish I knew what type of tape it is as I would get some, as it definitely was put there to hold the cable from loosening and coming out through movement and in time.

After reassembling the unit I booted back up into Windows and just went to check Device manager one more time and lo and behold the error and Unknown USB device was now gone and Device manager thankfully stopped constantly refreshing.

I of course immediately tried the touch-screen, which unfortunately still didn't work and in Settings-System-About it still unfortunately reads: No pen or touch input is available for this display.


I have a good feeling this is a display-digitizer-cable issue and not the new motherboard so I initiated a return of the display with the seller and once I purchase another one and install it I will update the results.

As far as the doubting of the mother board being New all I can say and show is, it certainly looked new with all the Dell labels on it, New thermal pad for the SSD and no sign of any previous wear whatsoever.

Update:


I received another display assembly from a second eBay seller, as the first one unfortunately didn't have anymore and today I installed it only to Unbelievably have the same exact issue of the device manager Error and under system, No pen or touch input is available for this display.

I'm truly & totally disgusted now as I believe these used 4k displays on eBay are either not being checked out for touch input or they're being broken down so roughly that the Touch Digitizer cable are being yanked loose or out completely from the display connector.

I have since reached out to the eBay seller informing them of the issue, as well as letting the seller of the motherboard know also, even though I will completely fall down if this turns out to unbelievably be an isolated issue at the connector on the motherboard.

I will update again once I hear back from the seller and know more.
