Gpu and SATA to PCIe adapter
I have bought a HP Nvidia GeForce 1660 super per suggestion on this post:

And my plan was to pick up the suggested SATA to PCIe adapter to power the gpu.
But, I'm seeing alot of posts about how this is a terrible idea. It's suggested I just get a psu. I had a family member also suggest getting a Molex to PCIE adapter.
It's this a viable option? What's gonna work best without purchasing a psu? Or should I be shopping for a psu? Any recommendations on a budget friendly psu?

yes good idea if your psu has 4 pin molex
psu is a part you do not want to buy budget model. rather buy a used reputable model at lower price
Dell vostro 260 psu do not have molex. molex was for old IDE era Dell desktop. my older V200 psu does not have molex either.
if you have the 260 tower you can upgrade to standard ATX psu that has a 6pin.
Dell 460w oem psu (XPS/Aurora) is one option.

What exact model Vostro do you have?

I believe it's a Vostro 260, not the S (which I believe is a smaller form factor).

No molex on board, so a PSU is needed. Thank you. This came out more expensive than originally thought lol.
