Vxrail SmartFabric not pingable to Master Switch management IP

After introducing Vxrail with SmartFabric, TOR1 and TOR2 are divided into Master and Backup in VLT configuration.

However, when I tried to ping to the Master management IP, I could not ping to it.  I can only ping to the Backup Switch. The Master IP suppose to communicate with OMNI, so is it normal that we can only ping to the one side?

When I  restart the switch on each side, the Master and Backup replaces and still I cannot reach  to  the Master. The function of SmartFabric seems ok since the VLAN is setup correctly from Vcenter and reflected properly on the both switches. 
There is no document that I could not find about this specification. Is this working as expected? or maybe there is problem in VLT connection or OMNI?
