Optiplex 7010, i5-13600, voltage spikes
I have a work Dell Optiplex Tower Plus 7010 with Intel i5-13600 with spikes of 1.406V getting delivered to CPU
this is very concerning as these high voltage injections will degrade the cpu.

Probably related to the widespread Intel 13th/14th gen CPU over-voltage issues. Have you applied the July BIOS update? This partially fixes it, and the upcoming (not yet released) August BIOS should permanently fix it. Note that if your CPU has already been damaged, the update will not reverse the damage. The update will only stop future damage from occuring.
