Dell Optiplex 5040 not resuming from standby

I have a Dell OptiPlex 5040 MT pc paired with a Dell S2240L monitor.

When the monitor turns off and i move the mouse to turn it on again, the power light turns white as if the monitor is actually on, but it just hangs there. Manually turning it off and on does nothing. It's like the monitor becomes unresponsive. After i turn off the computer, the fans ramp up for like a second then stop, which doesnt happen if the monitor doesnt go to standby mode. I am using the integrated graphics (hd530) via hdmi

All ive done so far is update the bios but that did not fix the issue.
