Down arrow key not working on Dell XPS 15 9575
I just my Dell laptop from a dealer and I noticed the down arrow key is not working, I have tried everything except uninstalling the drivers. Pls what can be wrong and how do I fix it...

You can test with a wired external keyboard to rule out drivers or software issue. If the arrow key has the same issue, (very unlikely), proceed with drivers reinstallation. If the down arrow key is working on the test keyboard, the issue is with the laptop keyboard. You may want to contact the dealer for an acceptable solution to you (return, replace, repair)

The only repair I attempted was replacing cherry keycaps on mechanical gaming keyboard. Laptop keyboards have different architectural assembly and circuitry on thin plastic strip make it difficult with soldering and part replacement.
Keyboard replacement on some laptops will require the whole top replacement, including the palm rest. If the system is a new purchase, it's best to let seller solve your problem to avoid unexpected cost.
