Is this your first time connecting the switch console? The screen capture looks like there are some root cause of this output. One of it is the baud rate settings on the console software, another would be the cable.
Here's what you can try. Use the micro USB connection at the front of the switch, here are console settings: https://dell.to/45GgYKk, if possible, try other usb cable. Another opinion is to try connecting to another system client/PC.
