Dell inspiron 15R factory reset -- screeb loads only dell logo then goes black

Earlier today I did a factory reset on my laptop. After a couple hours I went to check on the status and the screen was totally black but the mouse still showed. I figured maybe it needed to be rebooted, but rebooting it gave me the same results.

Is there a key that I can press that will show up an option to do a reser again? I seriously am at a loss. To better help explain, I'm attaching a video of what exactly happens every time I start my laptop.

I have actually done that twice. It says nothing wrong can be found.

Run an extended diagnostic on the hard drive (F12 at powerup) before proceeding.

Did you run the extended test (takes 2-4 hours) or just the quick test?

I ran the quick and then the extended test. Made sure to check the hard drive specifically, and even then it said no problems. It is honestly acting like Windows isn't even installed, if that's even possible. A few times I've tried to reboot it, it went through the same cycle, but sometimes on the screen pops up a small white square with what looks like static in the center while the rest of the screen remains black. The laptop acts like it's trying to do something (the hour glass will show) but nothing ever happens.

By the way, I have read that pressing F8 will pop up Advanced Boot Options, but the only buttons my laptop responds to is F2 and F12.

F8 won't work with WIndows 10.

Power off, unplug the system and disconnect the battery.  Hold the power button for 30 sec.  Remove and reinstall both memory modules -- will the system then power up to a BIOS screen?

It is still only loading the Dell logo screen and then going black with just the mouse showing.

Unplug the system, disconnect or remove the battery and hold the power button for 30 sec.  Remove the base cover and memory modules and hard drive.  Reconnect these.  

Try powering up on AC only - no battery.

if the system will power up on AC only but not with the battery, the battery is bad.

If it still won't power up, disconnect the hard drive.  If you can get to a BIOS screen without the drive, the drive is either bad or corrupted.  

If you still can't get to a BIOS screen without the drive, the mainboard is bad.
