I did everything @Chino de Oro  and @redxps630 as you both said but issue was persisting.

But now i have fixed the issue. Thanks for reply.

The issue fixed when i updated the bios to ver A10 as my bios ver was A04 and then moded ver A10 with ambicp bios editor and enabled pci express subsytem. So i booted without graphic card and gone straight into bios settings and from there selected pci express subsytem and enabled legacy rom as pci rom priority instead of efi compatible rom. After doing this i rebooted my pc with graphic card installed and it worked well n good.

One more thing to say i downgraded to windows 7 to upgrade  bios to verA10 as win 10 does not support intel ME (available on dell drivers support web) for inspiron 620  which was essential for upgrading bios to A10.So i downgraded to win 7 and install intel ME drivers and after that i updated bios and followed the steps as explained above.

AMD Radeon R5 240 is a 50w slot powered video card.  Technically, it could work with your Dell Inspiron 620 without any need of BIOS mods.  You may want to verify that you use proper DVI or DisplayPort connection for your monitor setup.

You can clear CMOS to reset system.  Locate 3-pin CMOS reset jumper, move jumper plug from pin 2-3 to connect pin 1-2 for about 5 seconds, then return the jumper plug back to pin 2-3.  Give your system a new coin cell battery while you are at it.

If the issue is persisted, there is a possibility of a faulty video card.

R5 240 is a simple entry level card. Like chino said it should be plug n play video ready. If not try connect simple VGA video cable to on board integrated VGA video port while R5 is installed. If you can get  video on the VGA, boot into Windows dev manager look under Display Adapter.  Does it list one or two display adapter?  If only the integrated HD graphics is shown then the R5 is not being detected
