Computer wont turn on!

i have a inspiron 560, last night we had a power outage when i went into my sons room to start his computer up it wouldnt start heard no fans or anything, the green light is on on the power supply and there is a orange steady light on the front power button. it also doesnt appear the the little hard drive light under the power light is doing anything.
