missing option -> allow USB Boot
Think I misplaced my previous post.
Read all documentation but couldnt find anything.
In BIOS under System -> USB configuration there is an Option "allow USB Boot".
This is not controllable by the poershell provider / cctk!

IMHO cctk is not wrong as it is still called that "\Dell\Command Configure\X86_64\cctk.exe".
All examples in the papers are "cctk.exe --parameter".
Anyway the USB Boot seems to be related to "--usbemu".
The description only says: "Enables or disables emulation of USB devices."
Maybe you can add a keyword like USB boot or something like that.

Wrong answer there pal, CCTK is included with 4.11 if you look the the C:\Program Files (x86)\Dell\Command Configure\X86_64 you will see cctk.exe listed in there.
