Computer is stuck in a restart loop after factory reset

My Dell Inspiron desktop computer is stuck restarting after I factory reset it. It starts out by asking me for basic information such as Time zone, keyboard settings, etc. After hitting next it takes me to a page that says “Why did my pc restart? There’s a problem that’s keeping us from getting your PC ready to use, but we think an update will help get things working again. Here’s how to get the update: 

1. Make sure the PC is plugged in (it is)

2. If this PC uses WiFi, select Next to follow instructions to connect to a WiFi network.

3. If this PC does not use wifi, insert a network cable to connect to a wired network, and select next.

4. Once you’re connected, select Next, and the update will install. 

The absolute first time I saw the start screen and second screen I hit next and it took me to the WiFi settings. I connected to the WiFi and it restarted. And then took me right back to the first start page. I’ve turned my computer on and off, I’ve unplugged it, I’ve called Windows support and they were no help (in fact they hung up on me) I’ve seen another person with the same problem and no one responded to their question either. If someone could please just respond with any suggestions it would be a big help.

Do not use a Factory Reset. Instead Clean Install Windows 10 Version 1809 directly. To Download Windows 10, Create a Bootable USB Clean Install and Update your System Drivers see here: https://dellwindowsreinstallationguide.com/windows-oem-faqs-and-downloads/ Note if you get stuck again, try using the Version 1903 Insider Preview ISO it has some fixes over Version 1803 and 1809.

I have the EXACT same issue after a factory reset and no one is helpful. My computer is stuck in the exact same loop. What did you end up doing?

In my case Windows 10 build in factory reset caused reboot loop which  I was able to fix only by using dell assistant.

Steps to do:
1) Run Dell assistant by:
  a) turn you dell laptop on
  b) when you see a spinning circles, under a large dell or windows logo then press and hold the power button for about 5s to force the laptop to turn off.
  c) repeat the step b) for 2 or 3 times.
  d) after the next restart, Dell should run its Dell assistant app to scan the machine for issues.
2) Let Dell assistant to scan you machine. Unfortunately it won't find any issues and will propose to reboot your machine - DON'T DO THAT!!!
3) When Dell Assistant is still running and has finished all his scans, you will see WiFi, Home, etc. icons in the top right corner of the screen.
Guess what, it is clickable, so use your mouse and click on the "Home" icon.
4) Now you will see some additional options in the middle of the screen, one of them is the button to repair the machine. Use it, select the factory reset and follow the instructions.

PS: The Dell Assistant factory reset is not the same as the Windows build in one.
Windows try's to reset itself by using it's current instance. Dell Assistant will simple restore a whole system partition using a backup placed on one of the hidden partitions placed on your hard drive by Dell company.

Try to enter Safe Mode to repair Windows. 
Interrupt the normal boot process of your Windows 10 PC 
If Windows 10 fails to boot normally three times over, the fourth time it enters by default in an Automatic Repair mode. Using this mode, you can boot into Safe Mode. To trigger the Automatic Repair mode, you must interrupt the normal boot process three consecutive times: use the reset or the power button on your Windows 10 PC to stop it during boot, before it finishes loading Windows 10. If you use the power button, you might have to keep it pressed for at least 4 seconds to force the power off 
Then you proceed to repair the computer: 
With a reset, all of your Installed applications are lost, but you get an option to save your files if you want. If a system image from the OEM exists-called a recovery partition, then it also gives you an option to restore it. It would make your PC load to default factory settings. 
Navigate to Troubleshooting section, again. 
Select Reset. 
If you select keep my files, your files would be kept. You might also get the third option-restore to factory settings-which isn’t applicable on the PC. 
After selecting the desired options, you are presented with a confirmation, something like this- This indicates what you have chosen. 
Click on Reset and the resetting should begin.

Does this work the same way for a desktop computer? 

Min having the same issue; however some of the steps you’re describing aren’t showing the same way. 

Also, it’s asking me for a default user password that I apparently don’t have.

This worked for me too!  On a Dell Inspiron 13 5000 (2018)!

To be clear, it was using the Dell Support Assistant factory restore.

Hi, I have the same problem, but in my case the dell asistent doesn’t start after more than 10 pushs of power button and restarting the system. What can I do? Please help.

I have the same infinite loop problem with a new laptop first time powering it on.

Also, after seeing the Dell logo and turning it off multiple times, I never got to the Dell assist recovery screen.

My problem was that I was holding the button to turn it off too soon. Don't power off as soon as you see the big Dell logo. Instead wait until you see the SPINNING CIRCLES under the Dell logo. THEN hold down the power button to turn it off.

Do this 3 times and you will get to the Dell Support Assist recovery screen.

Okay I do everything that you guys are saying and i see the enter safe mode option i click it and when it goes back to the start up loading screen it says “Windows cannot go into Safe Mode” please help i don’t know what to do

I did the reset and repair steps suggested. It supposedly repaired missing files, but then took me right back to the same loop. Any ideas??? - Shuda Botamac
