my laptop xps stuck on black screen with dell logo.

hello! my laptop dell XPS 13  stuck on the black screen with Dell logo. I can't put up with it any longer.
The keyboard light is on, the fan is on. If you leave there for a longer time the fan will spin like crazy.
I checked some support manual on Dell, this case may be called NO POST.
1. I tried pressing the power button for 30 seconds a couple of times, no help.
2. I tried holding Fn/F2/Shift + power button, no help.
3. I unplugged the battery + press the power button for 30 seconds + plug in the battery, no help.
 
please tell me what else should I do.
