Laptop froze during Windows update. I did hard shutdown and now it won't turn
on. lights come on for a second
XPS 13 9365 2-in-1 - During a routine windows update, laptop froze. I waited 5 minutes and then did a hard shutdown to reboot. Since then when I press the power button, lights come on for 1 or 2 seconds and everything shuts off - no screen, no lights, no noises. Battery is full.

Was a firmware (what used to be called BIOS) update part of that?
If so, and it failed, see the recovery instructions here:

@ejn63 Thanks!... I really didn't pay attention to the type update it was. Just seemed routine - until it froze... I'll check out the link you suggest. Thx!

Ok, I created a bios USB and tried the methods listed to get it to boot. It still won't turn on at all. keyboard backlight comes on for 1 to 3 seconds, then turns off - nothing.

I have seen this before, you may need to hard reset your machine by removing the batteries and leaving it overnight and then reconnect and reboot.
Try riding F2 at startup and see if the UEFI/BIOS wakes up
