XPS 8960, unknown USB device (Set Address Failed) with yellow exclamation mark

I have a Dell XPS 8960 running Windows 11 (23H2) and noticed one of my USB ports shows this exclamation mark:

I have rebooted my computer and checked to see if there are any updates (Windows or devices) and nothing comes up. Anyone seen this before and how did you fix this?

try unplug all the usb devices except usb mouse and see if the error is still there.

You should use the USB "safely remove" option before unplugging each of your USB devices. 

This is especially important if you have any external storage (eg, USB HDD, USB thumb drive, etc) connected so you don't cause errors or loss of data on those devices.

It has been a long time since I hit this, but the hard part is telling which device it is?

From my saved files, I see I went to this site, https://www.uwe-sieber.de/usbtreeview_e.html to get USB Tree View.

With that you should be able to see what is on Port#24.

Here is what my PC has connected and where:
