MTP redirection not working on Windows 10 IoT Enterprise 2016 LTSB

We have a Citrix Farm Version 1912 LTSR on Windows Server 2019. Our Wyse 5070 have installed the last Windows IOT Enterprise 2016 LTSB Image. Why MTP redirection not work? I can install the Windows 10 IoT Enterprise 2019 LTSC Image, but I can not activate Windows. I read that I need the Dell "SKU 634-BWPK" Upgrade kit. Is there another solution or fix ? How much ist the Price for the Kit, we have about 220 Wyse 5070.
