WCM and monitor resolution scaling

I've got a bunch of WES 7 Wyse 3290's with the Intel HD graphics driver at are controlled via WDM 5.7.2. When sending out a device configuration that includes a lower resolution for a monitor than the recommending settings the screen scaling keeps reverting to 'center image' which results in a black border around the screen instead of 'maintain screen scaling' to stretch out the image after each reboot. i've tried updating the reg keys for HKLM\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\Configuration\[adapter]\00\00\Scaling to a value of 4 (for maintain aspect ratio) but it doesn't stick after re-enabling the write filter and updating with any other device configuration.

Since the Configuration Manager display settings only dictate the resolution, refresh, and rotation of the monitor is there any other way to pass along via WCM the screen scaling?
