Right-click reboot/Shutdown only applying on startup

Hi everyone,

I have a new WDM Deployment using only the D10D and one T10 test machine. My INI files are slowly coming together and it seems to be working okay, but I noticed that my right-click -> reboot/shutdown/get logs are not applying. I've noticed something odd though: If there are any pending commands, they will get applied the next time the machine reboots.

For example, if my T10 is on, sitting at the login screen, connected to WDM, and I issue a Shutdown command: The T10 will not do anything...however if I manually go and restart the T10, as soon as it gets a new IP address, contacts WDM, and gets to the login screen, roughly 1 second later it will then receive the shutdown command and shut off.

Any idea why this happens? Its like once it gets its configuration, it stops listening to WDM.
