New to Digital Locker - Unsure how to assign license to another user

I'm the IT support for the company and have been given the job looking after software upgrades..
Ordered 2 x new laptops with Office Home and Business.
Few days later Im then told these 2x users needs MS Access. This should be simple I thought...
So I ordered through our Dell account manager Microsoft Office Professional 2021. Email turns up with Dell Digital Locker Order... etc with 2x item descriptions relating to my purchase.
I log into this Locker and can see 2 x Office 2021 Pro in there.
What I need to know is how do I assign these to my users laptops without getting all wrong and losing these licenses?
I would like to understand the process of assigning to my users from my Locker account from start to finish before I stuff it up.
I've asked the account manager but that went round in circles ending up here.
