Not Correct. You can connect any iSCSI storage if vSphere support it.
What doc did you refer to?
What about RP for VM to migrate from Pure to VxRail?
You can migrate VMs with RP4VM but it requires offline migration and additional deployment and configuration. I think it's too complicated compared to Advanced Cross vCenter vMotion.
Plus, an embedded license pertaining to VxRail is 5VMs per node or 15VMs per Chassis. So this can limit migration throughput.
The FC with Dell EMC arrays is only required with our dynamic nodes (where FC is providing the primary storage). If you have a VxRail cluster that's running vSAN, you can use FC, iSCSI or NFS to mount secondary storage from any storage array.

What version of vSphere are current VMs running on?
If i were you, i would use Advanced Cross vCenter vMotion if supported versions.
Or, if FC storage can provide iSCSI target for VxRail, i would register LUNs on VxRail as iSCSI Datastore.

I did some research and iscsi is supported with Pure store. FC on VxRail is only supported with EMC arrays.
