Not that one unfortunately. When they advertise a mini high power gpu they mean short card but not low profile for SFF case such as 3470. Low profile meant half height. You could consider GT 1030.

A few graphics cards that should work with your system with 200w PSU. Some come with both large and small brackets. Be sure to get the LP (low profile) version either way.

Still in 2024 depending on price and budget I sense the GeForce 10/16 series are getting outdated soon or already. They are still capable of games depending on the resolution you play and the kind of games. GTX 1650 is 20% faster than RX6400, while RTX 6000 series is a much newer model. When comparing cards not only you need to consider age of model but also class. An old muscle engine still outstrips modern entry level toy, depending on what you like: new look or more juice. In general new games are evolving towards newer model cards but in each model the medium or high end gpu are always the flagship.

Possibly, but I doubt any would be any better than your on-board video-card (as half-height video-cards are very small).
Plus, you have very little power to spare and no extra space for air-flow to cool it.

1650 is not a high power gpu so temp will be okay. When psu sits outside the side panel is off too giving more access to ambient cool air.

RX 550 is a Dell entry level video card not really a gaming card. It is configured in Dell Optiplex which is a business model.
GTX 1650 is 200% faster than RX 550
