It looks like you have uninstalled the program but a .dll is still running on startup. Check add/remove programs for any traces of it.
Download and install CCleaner, run the cleaner. Also run the registry cleaner and backup the registry, it should detect and remove the dll from startup thus removing your error message on startup.
I would not recommend installing any toolbars for Internet Explorer, ever. Unfortunately so many programs bundle them, so you need to install programs through advanced installs and disable toolbars. I don't know the myweb bar and hence would associate it with Malware hence recommend scanning (full scan) your system with the free Malwarebytes' AntiMalware.
Run the CCleaner again after the Malwarebytes' scan.
What version of Windows are you running XP 32 bit, Vista 32 bit/64 bit or 7 32 bit/64 bit? What is the model of your computer?
Finally what security programs are you currently running?

If you know when it first appeared, then simply to a System Restore to roll back its installation. I'm with nat ... don't install toolbars. If you must, use a big name you know and trust (Bing, Yahoo, Google), but even those, while safe, have been known to slow things down considerably.

Use RevoUninstaller from www.download.com and use that to remove MyWebSearch Toolbar

Hi PEKCLEMENT
Welcome to the Community, as stated on the previous post it seems that a .dll file for MYWEB is still running on startup. After trying all the suggested resolution above if the error still comes up I would like to recommend you to disable the entry of that .dll file from the start up.
You can follow the steps below on how to disable a startup from msconfig:
How to open MSCONFIG
Windows XP: ( http://bit.ly/MejXsD ) Click link to view video or copy the line and paste the link on intenet explorer address bar.
Windows Vista/7: ( http://bit.ly/L1dmUy ) Click link to view video OR Click on start and on the search item/start search box just below All Programs
(http://bit.ly/L1bI5r) Open the MSCONFIG from run and disable any startup which states “MYWEBS~1” by removing the check markClick ApplyOK and restart system.
Hope this helps
Thank you

Hello everyone,
I have moved this discussion to Virus & Spyware. Info here: http://www.threatexpert.com/files/F3SCRCTR.DLL.html
This is not a CoolWebSearch infection. CWS has not been around since about 2005. Most scanners have removed CWS from their sig database.
PEKCLEMENT, it appears that you have had an incomplete removal of PopularScreensaversWallpaper (and components) possibly by one of your resident scanners. However, what remains is a remnant in the registry.
Malwarebytes targets MyWebSearch, so if you follow the instructions above provided by natakuc4 that should take care of it. If you need instructions on running MBAM, or if you continue to have problems with this please post back and I will help you remove that from the registry.
