A new Dell laptop and no obligations on my part......

Is this a scam? Will a person end-up with a virus on their computer from engaging in this offer.

According to research it appears that they are after your information as you fill out surveys, registrations, etc. which will result in spam email, and perhaps more. I cannot say whether you will end up with a virus because I don't know what type of email your participation will generate for you.
Google will give you plenty of info and opinions from people regarding the site.
