Can DELL Venue 8 7000 play FLAC files? If not, can it play any lossless file format?

Yes, it plays FLAC files (tested with Vanilla Music). AFAIK all Android devices can play FLAC.
No idea about HiRes audio.

Follow on question: Does the built in DAC (D/A converter) supports 88/24, 96/24, 176/24, or 192/24 audio?
I haven't been able to find this level of detail in the specs.

You can also use VLC:
