Support assist says task is running and PC is lagging badly

PC is updated with all latest drivers but lagging badly and support assist says "A task is currently in progress. Wait for the previous task to finish."

I have re installed system assist but same issue. 

For lagging and slow performance i had to re install windows but its not fixed. No help from DELL service team
