how to transfer vcr tape to my computer

What do I need to purchase in order to transfer videotapes onto my notebook XPS M140 -- so that I can burn them onto a DVD?
 
I am told I need a notebook card, but which kind should I buy?  Is this the ONLY thing I need to purchase?
 
I am new to all of this.  Do I just put the old videotape into my VCR, somehow hook it up to my laptop, then just use MovieMaker to capture to videotape?

You, can buy a simple product like Dazzle, any retail with computer section, but I recommend-for the money and quality, buy a tv tuner capture device that has RCA composite jacks and plug the vcr into that for a picture. Make sure the tuner USB device has recording characteristics.

Thank you for the advice.  After plugging the video capture device into the VCR, what do I plug into my laptop to get the movie to go to the laptop?  Is there a special type of cable that I need to plug in from the video capture device into the laptop?

They use USB 2.0, most of them.
