Turning Off SmartByte (CinemaStream) v3.1.995 Causes High CPU by SmartByte Telemetry Service

I have an Inspiron 5584. SupportAssist updated my Dell (Rivet) SmartByte Drivers and Services from v3.1.940 to the latest v3.1.995 (rel. 15-Oct-2021) on 28-Oct-2021.

This update not only re-enabled SmartByte (which I had previously turned off in the SmartByte / CinemaStream interface), but now when I try to turn SmartByte off the CPU activity from the SmartByte Telemetry service jumps to ~ 30% and causes my CPU fan to go into overdrive. The only way I can stop this high CPU activity is to turn SmartByte back on. I reboot my system every day and I've tested a few times since 28-Oct-2021 but the high CPU activity immediately returns if SmartByte is turned off.

Is this a known bug in SmartByte v3.1.995, and is there any way to disable SmartByte (short of disabling all Rivet and SmartByte services in my Windows Services) and avoid this high CPU activity without uninstalling SmartByte?

Just an FYI that I solved the high CPU consumption by the SmartByte Telemetry process (C:\Program Files\Rivet Networks\SmartByte\SmartByteTelemetry.exe) by removing SmartByte from my system.  See my 10-Nov-2021 post <here> for further details.
