Inspiron 24, Recovery Disks to be mailed?

I need to know how to order a Recover Disk for my Inspiron 24 that I got in 2017. I have MS and I am unable to do it on the computer myself. So if someone can tell me where to go to get the form to fill out, I would appreciate that.

My pc is out of warranty (for with my MS I was not able to understand I needed to do something), and I am sure I need to pay money.

I do volunteer work on lost dogs in my state and really need my computer to be right.
