Dell Migrate

I have a new Inspiron 16 5620. When I use support assist to find Dell Migrate there is an icon to purchase Dell Migrate online for $49.00.  When I select this I am taken to support assist with no further options to purchase.  What am I missing?  Do I have to call to make the purchase?
