Used Dell Precision 7510 won't run/install Windows 10/11

I bought a used Dell Precision 7510 on eBay that didn't have any storage, so I installed a 1TB NVMe drive in it. Then I used Dell's OS Recovery Tool to burn W10 Pro onto a USB stick, but when I tried booting from it all I got was the spinning circle on the bottom and nothing more. At the suggestion of someone on Reddit, I downloaded Windows 11 from Microsoft, burned the ISO with Rufus and removed the TPM 2.0 requirement, secure boot, etc., and added a local account name. But as with the Dell W10 Pro stick, all I got was the spinning circle, and I think it eventually gave me a BSOD (or the BSOD was another attempt with a different configuration). So I took the NVMe drive out, put it into this computer, ran the W11 stick which worked, installed W11, took the NVMe out, and put it back into the 7510, tried booting but got the spinning circle. I've run Memtest86+ and it passed. I'm out of ideas.

I did install Linux Mint 21.1 via USB just fine, so reading from the USB and installing from it works. But not when it comes to Windows. And this laptop is a gift for a friend who only knows Windows, so Linux is not really an alternative option.

Anyone have any ideas?

Quick update and addition: I also ran Dell's diagnostic all the way through and it passed.

After reset BIOS settings to default, change the operation mode to AHCI before Windows installation to see if it will help.

For testing, create Windows 10 installation USB drive using Windows Creation Tool and performing installation.  If you can successfully install it, the Windows 11 installation USB created by Rufus had some conflicts with your 7510 settings.

@Chino de Oro​ You weren't specifically clear.

I downloaded W10 22H2 using the MS Creation Tool, put the USB into the 7510 and all I get is the Dell logo and the W10 spinning circle and nothing more, which is what always happens. The 7510 eventually rebooted itself and is now trying to load the W11 installation from the NVMe. Did you want me to use my machine as a donor machine again and use the NVMe drive from the 7510 and install W10 that way?
