Precision 7710 (2016 build) won't turn on - flashing battery LEDs

Issue: 7710 (2016 build) won't enter BIOS startup.  Using the Dell powerbrick, the battery Led is constant white or blank.  When power key is depressed, Power on LED turns white for a second or two, then blank, then the battery LED flashes  2x Amber: 4x White: 2x Amber, 4x White, and repeats.   What does this error code mean? 

I have an identical setup (bought as a set), and have swapped the battery between the two, and used the same Powerbrick Powerbrick and both batteries work fine on the working unit. 
Neither battery nor powerbrick works on the non-working unit.

2 amber followed by 4 white = Memory/RAM failure

  1. Disconnect all peripherals: printers; USB devices; media cards; USB hubs and extenders; etc.
  2. Disconnect the AC adapter.
  3. Disconnect the battery.
  4. Press and hold the power button for 30 seconds to discharge any residual electricity.
  5. Remove the RAM modules.
  6. Clean the RAM module contacts with a soft rubber eraser, then wipe away any residue with a soft cloth.
  7. If you have 99% alcohol, moisten a microfiber cloth with it and use a thin piece of plastic or gift card / credit card to slip it into the RAM slots to clean them.
  8. When all is dry, reinstall the RAM modules.
  9. Reconnect the AC adapter
  10. Reboot the laptop.

If you continue to see that error, repeat steps 1 through 5 again. Then remove one RAM module and test the other RAM module alone in each of the RAM slots. Then test the other RAM module alone in each RAM slot. The goal is to see if one RAM module is bad or if one RAM slot is bad.

perferct solution - problem resolved. (key was undestanding the code for the LED flashes)
