Dell Precision 3630 Bios Clock Issue

I know most of you are going to say, change the bios battery, well this issue goes much deeper. I have a Precision 3630 with the latest bios, 2.29.0. The bios won't keep time. The jumper is in the correct position, the battery tests good, I have even reloaded the bios via the F12 screen. When I unplug the machine from power, it will reset the date to 6/3/24 no matter what day it is. Is this an issue with the 2.29 bios? I know I can knock it down to 2.23.0 but I have not tried that. I have reloaded the OS twice via the Os recovery tool. I am just at a loss on where to go with this.
