What are the consequences of the PowerPath/VE vApp not being available or unable to communicate with an ESXi host?

Nothing. You will just not be able to see the devices/paths in the PowerPath/VE vApp. ESXi host will continue to work fine with full capabilities of PowerPath installed there. In case you have a seperate RTOOLS package installed in some host and the ESXi host is licensed using our ELMS package, you would continue to see the device/paths info in rpowermt.
