Dell Power Edge R440 FAN Issue

We recently upgraded processors from 4 core to 20 core (two CPU Intel xeon Silver 4114 Skylake). Now Processors temperature  as well as fans speed increased. How it can be adjusted to the normal temperature and FANs speed?

We upgraded the BIOS to FW to 2.16.1 and removed One CPU but still its Heat up as show below.

the fan speed varies based on the server configuration and it is required to ensure components have enough cooling. you can not reduce fan speed. Can you update iDRAC and BIOS to latest FW and check the behaviour?

did you have latest iDRAC FW also installed on the server? Can you check CPU temperature on iDRAC and also check whether iDRAC is reporting any logs related to CPU temperature?

Yes iDRAC is installed and CPU temperature is also 45 to 70 C". We have 2 processors having 20 cores. 10 core each CPU. But server speed is much low.
