What is the ram speed that i can use in optiplex 380

I want to upgrade my ram from 4 gb to 8gb 1600 MHZ or 1866 MHZ  and im scared if the ram speed is not compatible with the optiplex 380

The system will run RAM at only 1067 MHz regardless of whether you install faster RAM.  More important with a system as old as this one is to buy RAM certified to work -- DDR3/3L RAM had a long market life and this is a very old system -- it is not inconceivable that DDR3/DDR3L produced years after the system may not work with this model.  Check with any vendor you're considering as a source.

1066 MHz

non-ECC desktop ram is the spec memory.

If you use 1333 or 1600 ddr3 the ram would either be downclocked to 1066 or pc would not post. 1866 would most likely cause no post.
