OptiPlex 7010 Formfactor USB power question windows 10

So I don’t know whether I’m cracking up or whether it’s something that doesn’t work but here’s the story…

I have a capture card attached to my pc that allows me to record gaming footage whilst the pc is on and also has hdmi to the tv.

I recently had a malfunctioning graphics card which I have since changed at this point I have reinstalled windows and reset the bios to default so I’m wondering if this could also be the issue….

Before I reinstalled windows, I am sure that there was power from my USB sockets whilst my computer was switched off. 

Now when my pc is switched off there is no power coming out of the usb.

I have been into the bios and all usb options are enabled. I have also seen YouTube videos saying to go into device manager on windows and enable the power settings on “USB Hubs” however none of these solutions allow the power to the usb ports when pc is off.

My question is, how do I get power to the usb ports when the pc’s off?

you may want to replace cmos battery w a new one then clear cmos settings via motherboard jumper.

power on in USB port while PC is powered off and plugged in power is a low level bios function, which is not controlled by Windows.

Are you really using an OptiPlex 7010 (End of Life) model or one of the the newer Optiplex 7010 models, like 7010 Micro or 7010 Small Form Factor? 

Can we assume you're not turning power off at the mains, rather than just shutting PC down normally in Windows?

The newer 7010 versions all have at least one rear USB2 port with the Smart Power on feature. Is it possible you previously had your capture card plugged into a USB Smart Power port, but plugged it into a USB without that feature when you re-assembled after replacing the GPU?

A USB port with Smart Power has a teeny power icon to the right of its USB symbol that looks like this:

Try one of those ports, and if it doesn't help, since you reset BIOS, try changing Sleep settings in BIOS with the card connected to a Smart Power port.

Not sure that's a solution, since USB Smart Power isn't the same as USB Power Sharing, but easy enough to test and won't cause any harm...

On the previous 7010, you won't get power to the USB's while the PC is switched off.

If you're thinking you want power to the USB's while the PC is in sleep mode, make sure USB Selective Suspend is off.  Google "how to turn off USB Selective Suspend in Windows 10" if you're not familiar where to find the setting.

@RoHe​, Thanks for the reply, I have just been shutting down yes. Not powering at the mains. The pc I have is the small form factor one. The USB sockets with the power are the ones with the power logo next to them. This is the one the said device is plugged into. Its really confusing me, I have been through youtube videos on how to enable it in windows 10 and through the bios. There must be something i'm missing lol thanks for your help!!

Is it possible you were just letting PC go to sleep or to hibernate when you still got power to the card, rather than powering it off? 

Did you try changing the sleep states in BIOS setup?
