A not so good combo below. You'd still get full use out of a GT 630, but would do better with a GT 1030. Besides, I can't recommend a 65w GT 630 to go with 240w PSU.
He could remove the power supply add a regular size PSU via the hole left behind by the removed power supply which would work but thats an ugly mod that I do not recommend.
It also usually needs the laptop style adapter for sata power for the optical drive.
Using a regular size PSU outside the case for smaller models I do know about from your posts. However, we don't know yet what size Optiplex 390 @depino has yet.

yes gt630 will work in 390. use full bracket for MT and short bracket low profile for DT/SFF

The link above is Dell Precision 390, not the same as Dell Optiplex 390.

GT 630 is a 65w card. It'll work, yes, with PSU and MB if you have the MT. But it's not stated yet what size your 390 is. PSU's vary by size.

question is whether motherboard PCIex 16 can support GT630.
390 SFF motherboard shows no evidence of "25W max". I think it is okay.

No it will not for DT or SFF 25W max for X16 and 10W max for X1 low profile. USFF is not mentioned because it does not have slots.
MT PSU 265W
DT PSU 250W
SFF PSU 240W
"390 SFF motherboard shows no evidence of "25W max".

The computer itself its Optiplex 390 SFF its the slim one i think not sure it has stock psu and lot of space...
