Help My AIO 3030 HAS ORANGE LIGHT BLINKING WONT START

I have an orange light that blinks 2 times / 2times and the fan works but will not boot. I took out the cmos battery and tested it and it was completely dead. I installed a new one and nothing changed. Same orange light. 

Can someone please offer some help because I need this thing to work. I have zero recourses due to this plandemic, the loss of my job and I have been job hunting and expecting several replies so in haste I pawned my 2 guitars and made a stupid purchase through craigslist 

. Spilt milk now... I just need help

Thank you for taking the time to respond. I have already tried that several times and it's still blinking amber. I noticed it blinks 2 times, then another set of 2 blinks, then a 3 sec pause and then the 2/2 cadence repeats.

Try clear CMOs by reset RTCRST jumper on motherboard.  The jumper pins seem to be 2 empty pins on a small black block near sodimm memory slots. Move the blue jumper in proximity to those two empty pins for 5-10 sec.  then move blue jumper back where it was.  Make sure you had replaced dead CMOs battery w a brand new one before this step.

If you remove both memory sticks, does pc beep when powered up?

That blink code chart is here and indicates either a bad MB, PSU, or PSU cabling. Check all the cables to be sure they are secure. The fan coming on would seem to indicate a good PSU but not guaranteed. If you remove all the RAM are you hearing any beeps? If not that could possibly be a bad MB or corrupt BIOS.

Did you leave the CMOS battery out of the system for at least 15 minutes before installing the new one?

It doesn't power-up. Just the fan comes on. Nothing else. I removed both memory sticks and tried each one separately and I tried with both removed. No beeping or sounds of any kind.

This model uses a proprietary PSU which would be hard to find a test unit.  No beep without ram is not a good sign of mobo health.
