I updated the chipset drivers; no change. Most of them were already installed. When I reinstalled windows, I used the "Fresh Start" option - but I don't remember where I clicked it inside of the software.
I did a wlan report below, and I noticed that it is recognizing local WiFi networks, but it isn't appearing on the list when you click on the wifi icon next to the time. I was unsuccessful in connecting to a network via command prompt.
I had to install a 3rd party WiFi receiver and software, which allowed me to connect to the internet. Once I installed this new update from Windows (version 1709), it fixed everything.
I guess whatever was included in the update Version 1709, was not included on the Fresh Start install.

I had tried this method, which did not solve the issue:
Press Windows key + X and select Command Prompt (Admin)from the context menu.
Type the following commands:
netsh winsock reset catalog: to reset WINSOCK entries
netsh int ipv4 reset reset.log: to reset IPv4 TCP/IP stack
netsh int ipv6 reset reset.log: to reset IPv6 TCP/IP stack
Restart the computer and check if the changes are effective.
In addition to every other method listed here, which did not work: support.microsoft.com/.../windows-10-fix-network-connection-issues

If you re-installed Windows 10, you need to start with chipset driver. Then all the other drives.
