Dell U2421 Parallel connection to PC and laptop

Hi!

I am planning to buy a Dell U2421 with USB hub as a second display.
I plan to connect using the display port through the daisy chain to the PC.
But also I want to connect displays via USB-C to a laptop, while the computer is turned off.
Will USB-C connection work when the display port is inserted into a non-working PC?

What is the current primary monitor model? Does the current primary monitor have a DP out port? If not, then it would have to be the secondary.

Since both PC are connecting to different Inputs on the U2421HE, turning one off should not matter.

1st PC DP out port --> U2421HE DP to DP cable --> U2421HE DP in port
U2421HE DP out port --> retail DP to DP cable --> unknown monitor DP in port

2nd PC USB-C --> U2421HE USB-C to C cable --> U2421HE USB-C
U2421HE DP out port --> retail DP to DP cable --> unknown monitor DP in port
