XPS 15 9575 2-in-1, Fedora upgrade, Bluetooth not connecting

XPS 15 9575 2-in-1

Bluetooth worked perfectly on my Dell XPS 15 9575 2-in-1 notebook installed with non-Dell supported Fedora 37. After Kernel upgrade it stopped to discover and connect. Upgrading to Fedora 38 did not resolved Bluetooth discovery and pairing issues. None of the online recommended processes of Fedora Forum to pair devices manually works.

Running from the user prompt the command: bluetoothctl and thereafter from the [bluetooth] prompt the show command displays among the various parameters Discovering no:

However the Microsoft Bluetooth mouse and keyboard that connected prior to the Fedora 37 Kernel upgrade are still not discoverable and consequently cannot be paired. Interestingly, my mobile phone Bluetooth is discoverable and can be paired.

I would appreciate assistance. Please note that I am fairly experienced with Linux and tried all common command line to investigate the Bluetooth connectivity issues, including the regeneration of the /var/lib/bluetooth/.
