Latitude E6430 - USB issues - Windows 10

I imaged another windows 10 drive to another using a dual drive dock and I can't get usb devices working at all in windows 10. I did the following

removed all usb controller devices, rebooted according to microsoft's instructions

installed the intel chipset drivers off dell's site

used dell command to update

and no usb devices are working

same image works fine on my older latitude

supportassist says that 

usb reciever - failure
laptop_integrated_webcam - failure
usbstatus - failure
usb optical mouse - failure

what should I do??

also latest bios as well

At least that is a sign of software drivers issue.  See if you can put Win 10 on USB stick using this instructions  https://answers.microsoft.com/en-us/windows/forum/all/make-installation-usb-for-windows-10-on-an-ubuntu/9c7b4cc1-ba59-4f77-8771-1bb61dfab02a

Plug in a bootable USB drive such as Windows installation drive.  Boot into one time boot menu to see if the bootable USB can be recognized.  If it does, the issue is with software drivers of your imaged boot drive.  If it does not, run a diagnostic scan to detect any hardware failure.  

For software drivers issue, a clean installation of Windows and drivers should resolve it.  For hardware issue, consider the cost of motherboard replacement to a whole system replacement and select a feasible solution.

In worse case, one of the laptop's USB port may have had damaged pin and had shorted out the +5V power rail on the I/O board.  To confirm, a visual inspection may be needed on each USB port.

Yeah I installed linux and it had no issues... so trying to make a bootable usb for win 10 within linux is hard...

tried to do it with rufus on windows and it would have this breif efi loader thing and then black screen with 2 wierd squiggly lines and nothing happening. so rufus on windows is a no-go... I'll try baleena etcher in linux and if that won't work I'll have to burn a dvd
