Dell 7320 CPU throttled on battery

Hi all!

When I unplugg the AC, the Dell is throttled in performance. A benchmark gives a performance degradation of 10X. Weirdly, unlike throttling of CPU frequency, the CPU usage jumps higher when I unplug the cable.

It is very similar to ( https://www.dell.com/community/en/conversations/latitude/latitude-5420-cpu-throttling-intermittently-on-battery/647fa448f4ccf8a8dea6dae5?page=1 ), The resolution of that thread was to change the motherboard, which fixed the problem. But I can't get support to believe me.

The battery still lasts for an hour and a half, the BIOS says the battery life is "fair". But, the diagnostic says the "battery is reaching the end of its useable life". So the support jumps on that. But we have high doubts the battery is the problem.

I also had the Waves Audio problem of that laptop (see https://www.dell.com/community/en/conversations/windows-general/waves-maxxaudio-service-application-take-70-90-of-cpu/647f7306f4ccf8a8de0c7906) that Dell could not fix. Another reason to think there's a bigger underlying problem than the battery here.

So I finally found the solution by myself.

Installing ThrottleStop and unticking "BD_PROCHOT" solved the problem. 

If a battery is written as "Fair" and is still lasting for 2 hours, ecologically, it's still good and shall not be replaced.

Laptop is fine without this software throttle... So this feature is just a scam to make people buy a new laptop when it gets old...

Of course I called Dell 4 times and it didn't help by a bit. As soon as they hear the word "battery" they say we must pay :) Even if it's written the battery is in good shape in many place, the self test shows the battery is reaching is end of life (which does not say a thing about its condition).
