Question about processor speed

I'm sure this question has been asked before, I did a brief search, and couldn't find it.
 
I have an Inspiron 1150. 
 
Why is i that even while plugged in my processor is only running at 1.56GHz?  My processor, as listed below is a 2.66 GHz.
 
This is what the Dell Support Program shows. 
 
Processor: Mobile Intel(R) Pentium(R) 4 CPU 2.66GHz
Processor Speed: 1.56 GHz
 
I know that the CPU speed decreases when the laptop is NOT running on AC, but shouldn't I be getting the full 2.66 GHz when I AM running on AC?

Your laptop users speedstep to control the CPU speed depending on the level of processing power required. Speedstep is active even if you are using AC power.

If you want the laptop to run at full speed all the time then you will have to change the power scheme to "always on" or desktop.

That in 1150 is known to run hot so I do not recommend you setting the CPU to run at full speed all the time.

I didn't think that speedstep was on the 1150's.  So does this mean that if I'm doing a lot of work at once, that my processor speed will increase?

I have the same question I have the I 9300 and i have 1.6Ghz processor and it only runs at 798mhz.
Can someone tell me how to change that?
