Latitude C600 BIOS - hard drive installation - please help

I have a Latitude C600.  My IBM 20g HD died and i bought a new 20g HD.  When I plugged it in, it is not recognized by the BIOS.  Also, when I boot up I receive a "Primary Hard Drive 0 not available" error.  The replacement 20g drive may be bad, but then I tried putting in a 12 g drive that I was using in a HD enclosure, where it worked just fine.  The 12 g drive did not work in the Latitude either.  I'm plugging it in with the adapter that was connected to the IBM drive, so I know that's not the problem. 
 
I've looked through the forum and seen others with similar problem but no final resolutions.  Thoughts on how to resolve?

Try putting a jumper on the 4 right side pins in the Cable Select Position. No guarantees, but that worked for another poster. Some OEM drives were configured that way for some Laptop MFRs.
Another possibility; the IDE adapter plug can be misinstalled on only the lower row of of pins and it is difficult to see that mistake from the top side. I know it sounds stupid, but I managed to do that once. The plug and the circuit board should be at the same even level. If your 20gb previous drive worked, it is not likely you have a BIOS Problem.
