Laptop Degradation

So I have a 3 year old XPS 15, and as with all things (especially bloated hardware) time has not been friendly. Typically i dont do a lot of gaming on this rig but I've noticed a distinct decline in machines ability to hold it's FPS in the tolerable range. 

I've been looking into CCleaner and scraping away the grit and grime of programs and things, but usually with a desktop by this point i find it easier to scrap everything and begin anew with a fresh install. I'm not really all that familiar with Laptop windows reinstalls. 

Would anyone recommend this or should I maybe look into just replacing the old gpu?

Before tackling the OS reinstall, you may want to remove the base cover and thorougly clean the internals of all dust.

An OS reinstall:

The GPU can only be replaced by replacing the entire mainboard -- unless it's clearly faulty, that's an expensive (think $350-500) repair.

Newer graphics driver tend to be badly optimized for older cards. Linus tech tips did something on this recently and found some correlation between new drivers on old cards lowering the FPS via poor optimization.
