Doesn't work unplugged, battery at 61%

XPS 13 9350

bios 1.5.1 analysis says faulty battery and it have to be replace
dell analysis says battery is fine
front light yellow blinks non-stop
battery light on the left, 1st, 3rd and 5th lights blink when pressed.

I haven't use the laptop much so I really doubt the battry lifecycle is over.
is this a faulty battery or faulty motherboard or faulty power board?

It sounds like one or more of the battery cells is bad - the battery isn't putting out sufficient voltage.  Unless there's some other indication (such as a failure to recognize the AC adapter), the battery is the first thing to replace.

Unplug the battery - if the system otherwise runs fine AND the AC adapter is correctly sensed (F2 at powerup to check), it's the battery.

But the battery is at 61%.  Why is the motherboard not drawing power from the battery?

The CMOS battery backs up the system's UEFI (boot) settings -- if the system is unplugged and the main battery is dead, it bridges the gap to ensure the settings aren't lost.
